Was the queen sacrifice the right move to do?

1. d4 Nf6 2. Bg5 g6 3. Bxf6 exf6 4. e3 Bg7 5. g3 O-O 6. Bg2 Qe7 7. c4 c6 8. Nc3 Qb4 9. Qb3 Na6 10. Ne2 Re8 11. O-O Qe7 12. Rfe1 c5 13. Nf4 Nc7 14. Ncd5 Qd6 15. Nxc7 Qxc7 16. Nd5 Qc6 17. Ne7+ Rxe7 18. Bxc6 dxc6 19. Qd3 cxd4 20. exd4 Bf5 21. Qd2 Rd7 22. Qf4 Rad8 23. Rad1 Be6 24. b3 f5 25. Rd2 Bxd4 26. Red1 c5 27. h4 a5 28. h5 b6 29. Qf3 1/2-1/2

We both had 30mins remaining on the clock, as it was an one hour game. I offered a draw and he accepted but should I have played on as black??

The Queen is 9 pawns worth. The Rook 5. The Knight and Bishop 3. Giving up your Queen was not a fair exchage for you, because you have less material after that and no obvious positional advantage.
