I update rewards once per day, this may vary. But its assured to be once a day if not more. At weekends; you might need to wait till after the weekend.

You do not need to be level 30 to report someone. However, you will only be rewarded if the user you reported is a cheat AND above level 30.

I honestly don't see how anyone could cheat in all the bullet-blitz games on this site - which is pretty much the only type of games played... =/
